Here is how to use blogger and how the service works.
Take note that you must have a Google account in order to use Blogger.
To get started, simply create a Google account or login with your existing Gmail username and password.
Below are the step by step procedure of using Blogger to create a personal blog for business or pleasure based on your individual passion.
Step One: Go to Blogger.com and login. You can also use Blogspot.com, but you will be redirected to Blogger.com. The reason is that you can only use Blogspot with Blogger.
Step Two: Launch the application by clicking "Create Your Blog" on Blogger's home page. See the image below for greater understanding.
Step Three: Sign in with your Gmail Email Address and Username. But, if you do not have one, you will need to create a new email address.
Step Four: Click "I Agree". After signing in to your Google Account, scroll down to the bottom of the page and Click "I Agree" to accept Google's "New Features For Your Google Account".
Step Five: Click "Continue to Blogger". After the "Welcome to Blogger" page is displayed, Click "Continue to Blogger".
Step Six: Click "Create a New Blog".
Final Step: The final step is to choose a Title, an Address and a Theme
or Template for your new blog.
For the illustration, I have chosen "Christie's Fun Spot" as the Title, "christiefunspot.blogspot.com" as the address and the "Picture Window" as the Theme for the blog. Thereafter, simply click "Create Blog" and you will be taken to the dashboard of your new blog.

That's it. You would have succeeded in creating your own blog using the Blogger blog-publishing platform.
Thereafter, you can start to publish your blog to the internet and it will be seen everywhere across the globe. With the aid of your new blog, you can start to share your knowledge, experiences or the latest news with everyone in your target audience locally or internationally.
